It's culture. We ascribe cultural habits and traits to Blacks, Japanese, Muslims, Women, Latinos, etc. It is only a problem when we do it to white people. That's a contradiction. When you say "Japanese Culture" you are generalizing in the same way you often criticize people of doing to whites. We should be able to ascribe cultural traits to white people like white people do every other group on the planet. Its not racist to assume that racism is an integral part of white culture, no less than assuming a Japanese is polite and studying math is a virtue. Ascribing cultural traits is the normal precedent.
