I never thought a question is able to be as absurde as this question. You country is splitted by a wall in the brains. To build this wall you need lies, delusions, violence and guns - to break this wall you need human beings, who tell you something about reality. The only thing I remember in context Dnald Trump and the expression "to negotiate" was his absurde game with Kim Yong Un - an extremist criminal in the third generation of extremist criminals, who betrays and murders the own people. For sure it was a big diplomatic mistake that the leader of the western world spoke with this totally unimportant gnome and made in this way this ugly toxic frog from a normal tyrant to an absolute tyrant and killed the rest of hope of the North Koreans to be able to live a self-determined life.

And the rest of his "negotiations" was: Donald Trump did do what he did do - without to ask anyone anything, as it looks like to me. I had some years ago for example a verbal conflict with someone who went to a demonstration because of his improper behavior. He was unbelievable aggressive and I noticed also he was shoeless. Later I heard our police confiscates everything what looks like a weapon, if they think someone is dangerous, who goes to a demonstration - also combat boots. Well done in his case.
