Its not a myth.
It is very difficult to get justice for crimes by police in most areas because they are exempt from normal criminal prosecution, and instead protected by an internal investigations review board, that almost never prosecutes..

Have you ever seen police illegally abusing rights?
Almost everyone has.
For example, everyone sees police aiming firearms at people who have no visible weapon.
That would be a prosecutable crime if anyone else did it.
It is "reckless endangerment" or "conduct regardless of life".
But police constantly get away with it, even though a felony.
Another example is no-knock warrants.
Totally illegal unless there is a hostage situation.
But police routinely do it illegally in order to collect evidence for drug convictions.
Too bad that is illegal, the police don't care.
