Busing was a well-intentioned policy that made things worse, because it just accelerated white flight to the suburbs, and ended up undermining urban education.

Not really. I mean, it was a bad idea. But compared to the Vietnam War, which was about the same time and a MUCH WORSE IDEA, it just wasn't that bad.
