I don't even think Biden's enforcing this part:

Weren't those condition to be carried out within 135 day of the signing of the agreement?

Didn't the Taliban violate the terms within a month, which the Trump team ignored and continued our withdrawals, base evacuations and the 5 to 1 prisoner swap?

Do you think Biden should have re-invaded Afghanistan to enforce the terms Benedict Donald ignored in his Skedaddle Accords, instead of skedaddle?
 
He happens to be correct. The biggest effect of this will be Al Qaeda has a new martyr to rally around. Look for revenge attacks coming from the new Terrorist partnership of Al Qaeda and the Taliban.

Yep, negotiated that deal with the Taliban, leaving out the Provençal government of Afghanistan, because the Taliban promised, they FUCKING PROMISED, they wouldn't have anything to do with AQ. No way the second coming of Christ name Donald Trump would have fell for that bullshit. It has to be true. Hell, the Taliban was going to offer that dude up on a silver platter next week. The plan was to operate out of one place and support the Afghan government from there with the minimum personnel possible.

If you're going to go to war then you better go to win it or don't go at all. Letting Al-Qaeda survive was a huge policy blunder by Bush and Rumsfeld and they own the whole fucking calamity. Shortly after our disastrous withdraw from Afghanistan someone wrote a really informative and lengthy article on all the mistakes that were made in the beginning and how changing our original mission completely fucked us.

After the announcement of guarantees for a complete withdrawal of foreign forces and timeline in the presence of international witnesses, and guarantees and the announcement in the presence of international witnesses that Afghan soil will not be used against the security of the United States and its allies, the Islamic Emirate of Afghanistan which is not recognized by the United States as a state and is known as the Taliban will start intra-Afghan negotiations with Afghan sides on March 10, 2020, which corresponds to Rajab 15, 1441 on the Hijri Lunar calendar and Hoot 20, 1398 on the Hijri Solar calendar.

Never started. Yet we.....

The United States, its allies, and the Coalition will take the following measures in the first one hundred thirty-five (135) days:

1) They will reduce the number of U.S. forces in Afghanistan to eight thousand six hundred (8,600) and proportionally bring reduction in the number of its allies and Coalition forces.

2) The United States, its allies, and the Coalition will withdraw all their forces from five (5) military bases.

And every other condition, and then some.

The Taliban never met that first condition and Benedict Donald withdrew all but 2500 troops by Jan 15 2021.
