Not a question of a rule per say but there is a limit on the weight that can be accommodated by the ride. The boy exceeded that limit. He was turned away from other rides. So it comes down to proper training. The operator overrode the harness safety to allow it to stretch to accommodate his size. The ride operator, along with the park and any company who insures it..is liable.
