I agree with you to some extent, though I really want to believe differently. I've thought for a long time this will devolve into a religious war, give it 10-15 years.

Can't be done, you can't tell militants from civilians. You need to threaten the populace into giving up the militants. If they don't give them up say bye bye home and possessions.
