Technically speaking, if a military member is five minutes late for work, they can be charged under the UCMJ and stand trial by court martial.

Of course that never happens.

Collins isn't going to stand trial, and anyone who thinks he will (or should) is a fucking idiot. This is a pretty minor offense and will be handled as such...
