The "culprits" are in Russia which has no extradition treaty with the USA. Biden has no legal means under which he can pursue them. He can apply pressure on Putin to bring his dogs to heel, but that's about it. Putin allows the hackers to operate with impunity as long as they don't attack any Russian owned targets.
I wonder who gave Putin the information on where to hit the American gasoline supply system. How would a bunch of low level hackers know which pipeline corporation to go after, and where their vulnerabilities are? Did Putin "suggest" this target to the hackers, or supply intel to the operation?
