What you're missing is what you've refused to address all along. The ICIG had zero authority to do anything on this matter. His authority is limited to areas that fall within the direct responsibility and authority of the DNI. That would not include diplomatic phone calls between two presidents. If anyone had the authority to review the call it would be the State Dept IG, but I think even that would be a stretch.
