Teraforming would be more descriptive but since a nation's claim to waters off it's shores extend from its shore, there is an element of "land" grab in play but it is actually a sea grab. This would be especially true when rights of sea are being contested between nations as is the case with China and her neighbors.So pumping sand up (dredging) to create more beach is now being calla land grab? lol Sad.
