To me, if kids are that bad enough, their parents/guardian should be called and ordered to come and get their kids and do not allow them back on school property until they know how to behave better.

P.S. When I was in elementary school, losing playground privileges during recess time is how the school punished the students and thankfully that was enough as far as I can remember. Detention, suspension, and expulsion is how my junior high and high school handled those who decided to be unruly.
