I compiled this from Wikipedia, took the top 50 nations for GDP/person and deducted from it the tax burden as a percentage of the per capita GDP.

Qatar, Brunei, UAE and Kuwait all have massive oil and/or gas deposits.

The rest are small city states.

The biggest country at the highest rank on your list is the US.

The fact that most of them are small city states with no resources and have low tax rates going for them is the point.

Low tax rates would appear to be as good for an economy as sitting on oceans of oil underground.
