IF I read the article correctly, there were 12 fail safes in the approval process to keep it from being used as a weapon. Comey corralled 16 people and 'in housed the process' where 17 major failures (lies, deceptions, misleading info) were found. The fail Safes were removed by Comey, Brennan, Lynch, and Obama in an attempted Coup D'eTat. These people did it with forethought and criminal malice.
