(CNN) -- The summer of 2011 was the second hottest on record for the United States, and the hottest in 75 years, government weather experts said Thursday.

Louisiana, New Mexico, Oklahoma, and Texas experienced their warmest summers ever, with several states seeing an average of more than 86 degrees, scientists with the National Oceanic and Atmospheric Administration said.

For meteorological purposes, summer consists of the months of June, July and August.

At least 22 people died as a result of the heat wave that swept the nation earlier this summer, according to the National Weather Service.

For 15 states, the average temperature ranked among their top 10 warmest, while overall, 46 of the lower 48 states saw average to above-average temperatures. Oregon and Washington were the only exceptions.

Texas had the distinction of experiencing the warmest summer on record of any state in America, with an average of 86.8 degrees. Dallas residents sweltered for 40 consecutive days of grueling 100-plus degree temperatures. Oklahoma, at 86.5, also topped the previous record, of 85.2 degrees, set in Oklahoma in 1934, amid what became known as the Dust Bowl.

If as you claim CO2 is causing the rising temperatures and 1998 was the hottest, why 13 years later is it COOLER? For the last 13 years CO2 has risen as before. It is higher now then in 1998.

Explain that one for me? Explain why, using your theory 2011 was not the HOTTEST year on record, with 2010 the second, 2009 the third, so forth and so on. It is after all YOUR theory.

It is the means that is slowly rising...So 1998 being a huge anomaly above that means doesn't really matter...Imagine 1998 was .38c, but 2010 being closer to .55c or .17c higher then 1998 on avg.

What does that mean? That means that we need less of anomaly to be a record year...Like 1998 was beat in 2005 and again in 2010. Weather patterns and short term climate cycles like the Enso, AMO, PDO, ect are very noisy, which clouds the means.

Has the rate of warming slowed since 1998. YES, I do believe it has as after 2005-2010 the global temperature hasn't raised that much. You can tell this with a equal outcome expected in the -.1 to -.3c within the enso year like 2005 that was countered by +.1 to +.3 earlier that year and the same in 2010 a equal nina to a equal nino. The enso was pretty much canceled in both years... Of course, I believe it might of warmed ever so slightly, .01-.02c since 2005, but warming has stalled. So it hasn't cooled or warmed much since 2005....So it is dictated by other factors.

We had a strong La Nina in 2008, a moderate El Nino in the first half of 2010, and a very strong La Nina in the last half, and beginning of 2011. Yet in 2010 the running average equaled that of 1998, which had a super El Nino. And even with the very strong La Nina, and solar minimum, the low point of the average looks like it will equal the high points of the averages from 2002 to 2007.

And right now the Arctic Ice melt is about the same as it was in 2007. Should the freeze hold off a week longer than it did in 2007, this year may exceed the melt in 2007.

With all of that in mind, what will we see during the next strong El Nino?

It is when you avg out all the temperatures of the earth=global in the global warming. if the cooler area's are smaller or less extreme then the hotter area's it will avg out hotter!
