Wait a minute Matthew. First of all..."payroll taxes" would be FEDERAL INCOME TAX, STATE INCOME TAX, AND LOCAL INCOME TAXES if applicable. Social Security taxes are FICA (Federal Insurance Contributions Act) which are Social Security Taxes and Medicare Tax and should NEVER be used for anything other than stockpiling the monies supporting the Social Security System and Medicare Insurance system and these withholding taxes are MATCHED by the employer. They are not SUPPOSED to be used for anything other than SS and Medicare. Not that the democrats haven't dipped into the fund other times to finance some of their millions of "programs".
