The two are not mutually exclusive. Only an idiot would think that they were.

america was great when we were industrial...now we outsource most of our industry

You need thought at each step from conception, so workers alone would not be sufficient.

If it is implied that "I" thinks, then he could plan the way of the workers, but eventually that would break down as well in retrospect of an entire nation. He would need many thinkers to guide workers, or an automated computerized system.
