The president told the largely African American crowd of roughly 3,700 people that the executive order will seek to improve educational achievement for African Americans at all levels “so every child has greater access to a complete and competitive education from the time they’re born to the time, all through the time they get a career” the president said to cheers.

An administration official tells NBC News the order will create a new White House Initiative on Educational Excellence for African-Americans that will “work across Federal agencies and with partners and communities nationwide to produce a more effective continuum of education programs for African American students.”

WOW again!! Mighty impressive, wot? ANOTHER study committee to "work across FEDERAL agencies", the people LEAST LIKELY to know how to solve STATE problems.

The official added that the initiative would be housed in the Education Department, which will work with the Executive Office and other Cabinet agencies to identify practices that will improve African Americans’ achievement in schools and colleges. The administration official did not yet know how much funding the program would receive but said more information would be released Thursday when the president signs the executive order.

But of course we don't know how much it will cost, bunky. Cost is always irrelevant when we're trying to shore up our base. Let those damn cheapskate small business owners pay for it along with the rest of those who still pay taxes.

Executive orders have the full force of law,[1] since issuances are typically made in pursuance of certain Acts of Congress, some of which specifically delegate to the President some degree of discretionary power (delegated legislation), or are believed to take authority from a power granted directly to the Executive by the Constitution. However, these perceived justifications cited by Presidents when authoring Executive Orders have come under criticism for exceeding Executive authority; at various times throughout U.S. history, challenges to the legal validity or justification for an order have resulted in legal proceedings.

Whether this latest order meets the rules of legality remains to be seen. But what is obvious in reading the details is that the O is promising them nothing. Establishing a "committee" to "work with" is the oldest trick in the book.

Do you really believe no studies have been made in the recent past concerning this problem? Do you really believe this "committee" is going to solve overnite the problems of AA education in the Chgo ghettos, or any other ghetto?? Do you really think no studies have been done on THAT? Do you really think we need another one?

I suggest you do some serious research on charter schools vs public schools - one very obvious solution. But I can guarantee you the O won't go near that one.

No, but an executive order is not going to make a deadbeat dad suddenly care for his children. It's not going to make the gang bangers stop recruiting children.Its not going to remove the rampant use of drugs. It isn't going to change a damn thing. The problems with black education and its solution start within the black community not the Whitehouse.

The black community doesn't stop want to hear that. They want someone else to fix their own self created problems. Anyone who tells them to take a look in the mirror gets labeled an uncle tom.

This executive order stinks so much of an election year stunt that it's making me nauseous.
 
This is classic Obama campaigning. He did the exact same thing in the 2008 campaign. Just about every day, he wrote a check the American taxpayers could not cash.

As for the legality of the executive order, it deals with executive branch agencies, so it is entirely legal, though probably futile.

No, but they should be severely limited. The president should not be making legislation, except in extreme circumstances. Pandering to the black vote during an election is not an extreme circumstance.
 
The "black community" didn't create its own problems.

But I agree this order is nothing more than an election year stunt - pandering at its most obvious.
 
Obama's doing this to make up for the rise in unemployment among Blacks during his disasterous first term.
