People did not really work less. In some cases this was because the law also said that companies had to keep paying the same salaries, so companies just forced people to work harder. In other cases this was because people just worked overtime.

Since the 35-hr work week law, other legislation has been passed that increased the allowable overtime per year.

From the article linked earlier, full-time workers in France average 41.1 hours per week. When you look at all in employment, France is at 38 hours per week while Germany (with no 35-hour work week law) is at 35.6 hours per week.

The original proposal is not about reducing the work week before overtime pay kicks in; it is about reversing the system so that it is the initial period of work that pays better, not the later period.

First 24 hours pay 1.2x normal rate, everything after that pays 0.7x.
