Wisconsin govenor kicks 161 million down the road

Now we hear where this 161 million cost savings to the state came from. It's not a savings at all, what it is, is a payment that is due and the money is there to make the payment, but walker wants to roll over the loan at a cost of whats said to be around 29 million and take the 161 million to put towards his budget this year.
This after running on the fact that he wouldn't borrow to get a baleance budget.
