It looks to me like Ds are becoming a shrinking regional party with virtually all projected Blue congressional seat gains in 2020 on the left coast but the majority of seat gains will go to red states
However the physical and criminal threats to life on the west coast require a large tax base and high taxes. Earthquakes may be rare but fires and floods/mudslides are regular and expensive problems. Even relatively minor tax flight will multiply existing problems.
Tax flight will be mostly among the wealthy. This will establish a vicious cycle with a probable loss of seats in 2030.
With courts going conservative the Rs can and will gerrymander their way to almost total control of the house and red state elections that are not state wide.
And this is all a result of Obama electing Rs.
