    Child sex tourism (CST) is defined as travel abroad to engage in the commercial sexual exploitation of a child under the age of 18. Some CST offenders, usually novices to the commercial sex trade, plan their travel through U.S.-based tour companies or tour operators, whereas other offenders plan their travel independently. Information on procuring children in foreign destinations is readily available in pedophile newsgroups and forums on the Internet. In certain countries where there is a thriving commercial sex industry, such information can be obtained through taxi drivers, hotel concierges, newspaper advertisements, etc. Studies show Southeast Asian countries—particularly Cambodia, the Philippines, and Thailand—are the most common destinations for child sex tourism. Latin American countries such as Costa Rica, Mexico, and Brazil are also emerging destinations for CST. An estimated 25 percent of child sex tourists in the above Southeast Asian countries are U.S. citizens, whereas an estimated 80 percent of CST offenders in Latin American countries are U.S. citizens.

    The FBI’s Criminal Investigative Division—of which the VCAC program is a part—in conjunction with the International Operations Division, has implemented joint operations overseas with governments in some of the top CST destination countries in Southeast Asia. Based on the success of these operations, the CST initiative has expanded into selected countries in Latin America. These operations target child sex tourists who do not plan their illegal activities from the U.S., but rather seek to procure children once they arrive at their destination. The purpose of these operations are to coordinate with foreign law enforcement to gather evidence against U.S. offenders that is admissible in U.S. courts, with the goal of extraditing those offenders back to the U.S. for prosecution.     Opinion: Think about what happened in the 90s. The internet. Dial-up and modems brought the internet to the masses - this was a two fold impact on long standing child trafficking and pedo rings. Firstly cases of child sex trafficking rings were being exposed on a global basis instead of just being handled (however well or poorly) in small localities, aka it became much harder to hide these things from the public at large. Unfortunately, it also opened up a massive market for obtaining children for said rings through global communications.

    Opinion: This also led to the "code words" as a method of circumventing public scrutiny while taking advantage of the sales potential the web provided.

    The House of Representatives has passed an intelligence bill aimed at tackling what Washington claims is political interference by Russia on a global level.

    The 93-page bill, passed by the House in a 390-30 vote on Wednesday, calls for setting up a new, interagency panel to suppress Russia’s alleged attempts to “exert covert influence over peoples and governments,” The Washington Post reported.

    The draft legislation goes on to state that the panel would be tasked with “countering active measures by Russia to exert covert influence, including exposing falsehoods, agents of influence, corruption, human rights abuses, terrorism and assassinations carried out by the security services or political elites of the Russian Federation or their proxies.”

    Opinion: ALERT! Prepare for incoming mockingbirds (more on that later)

    The bill could be seen in direct opposition to President-elect Donald Trump’s plan to strengthen relations with Moscow.

    In addition to thwarting Russia’s alleged interference, the bill also outlines funding for efforts to foil attacks and deny terrorists safe harbor in Iraq, Syria, North Africa, and other locations. It aims to strengthen counter-intelligence and address threats from adversaries in cyberspace, space and at sea.

    It also updates whistleblower procedures in the intelligence community and requires a declassification review of intelligence reports on detainees transferred out of Guantanamo Bay by President Barack Obama and former President George W. Bush.

    The Senate is expected to vote on the bill before the end of the year.

    Also Wednesday, the six Democrats on the Senate Intelligence Committee sent a letter to President Obama, seeking declassification of information about Russia’s alleged meddling in the US presidential election.

    “We believe there is additional information concerning the Russian government and the US election that should be declassified and released to the public,” they wrote in the letter. “We are conveying specifics through classified channels.”

    Moscow has dismissed claims that it meddled in the US presidential election as “nonsense,” with President Vladimir Putin calling the accusation an attempt to distract American voters from domestic issues.

    A quick skim of the bill reveals "Title V—Matters relating to foreign countries", whose Section 501 calls for the government to "counter active measures by Russia to exert covert influence … carried out in coordination with, or at the behest of, political leaders or the security services of the Russian Federation and the role of the Russian Federation has been hidden or not acknowledged publicly.”


    The section lists the following definitions of media manipulation:


    • Establishment or funding of a front group.
    • Covert broadcasting.
    • Media manipulation.
    • Disinformation and forgeries.
    • Funding agents of influence.
    • Incitement and offensive counterintelligence.
    • Assassinations.
    • Terrorist acts.

    As ActivistPost correctly notes, it is easy to see how this law, if passed by the Senate and signed by the president, could be used to target, threaten, or eliminate so-called “fake news” websites, a list which has been used to arbitrarily define any website, or blog, that does not share the mainstream media's proclivity to serve as the Public Relations arm of a given administration.


    Curiously, the bill which was passed on November 30, was introduced on November 22, two days before the Washington Post published its Nov. 24 article citing "experts" who claim Russian propaganda helped Donald Trump get elected."

    What does this mean? It means this bill was ready to go before that WaPo article was published. It may have already been in the works before the election. Who knows?


    This might be an effort to stop an inquiry into the heinous corrupt that invests all of the elites, regardless of position, party or influence. The problem may exist not only in the Democratic Party, but also in the Republican Party, in the halls of finance, higher education, in all sectors of the elites.


    There are even whispers on the far left, worries about attacks on the first amendment. What would be the substance of such attacks? What would be the excuse for such attacks? Should we not be vigilant?

    Text - H.R.5181 - 114th Congress (2015-2016): Countering Foreign Propaganda and Disinformation Act of 2016

    SEC. 3. Center for Information Analysis and Response.

    (a) Establishment.—Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall, in coordination with the Secretary of Defense, the Director of National Intelligence, the Broadcasting Board of Governors, and other relevant departments and agencies, establish a Center for Information Analysis and Response (in this section referred to as the “Center”). The purposes of the Center are—

    (1) to lead and coordinate the collection and analysis of information on foreign government information warfare efforts, including information provided by recipients of information access fund grants awarded under subsection (e) and other sources;

    (2) to establish a framework for the integration of critical data and analysis on foreign propaganda and disinformation efforts into the development of national strategy; and

    (3) to develop, plan, and synchronize, in coordination with the Secretary of Defense, the Director of National Intelligence, the Broadcasting Board of Governors, and other relevant departments and agencies, whole-of-government initiatives to expose and counter foreign information operations directed against United States national security interests and proactively advance fact-based narratives that support United States allies and interests.

    (b) Functions.—The Center shall carry out the following functions:

    (1) Integrating interagency efforts to track and evaluate counterfactual narratives abroad that threaten the national security interests of the United States and United States allies.

    (2) Collecting, integrating, and analyzing relevant information, including intelligence reporting, data, analysis, and analytics from United States Government agencies, allied nations, think-tanks, academic institutions, civil society groups, and other nongovernmental organizations.

    (3) Developing and disseminating fact-based narratives and analysis to counter propaganda and disinformation directed at United States allies and partners.

    (4) Identifying current and emerging trends in foreign propaganda and disinformation, including the use of print, broadcast, online and social media, support for third-party outlets such as think tanks, political parties, and nongovernmental organizations, and the use of covert or clandestine special operators and agents to influence targeted populations and governments in order to coordinate and shape the development of tactics, techniques, and procedures to expose and refute foreign misinformation and disinformation and proactively promote fact-based narratives and policies to audiences outside the United States.

    (5) Facilitating the use of a wide range of technologies and techniques by sharing expertise among agencies, seeking expertise from external sources, and implementing best practices.

    (6) Identifying gaps in United States capabilities in areas relevant to the Center’s mission and recommending necessary enhancements or changes.

    (7) Identifying the countries and populations most susceptible to foreign government propaganda and disinformation.

    (8) Administering the information access fund established pursuant to subsection (e).

    (9) Coordinating with allied and partner nations, particularly those frequently targeted by foreign disinformation operations, and international organizations and entities such as the NATO Center of Excellence on Strategic Communications, the European Endowment for Democracy, and the European External Action Service Task Force on Strategic Communications, in order to amplify the Center’s efforts and avoid duplication.

    (1) AUTHORIZATION OF APPROPRIATIONS.—There is authorized to be appropriated to the Secretary of State for fiscal years 2017 and 2018 $20,000,000 to support the Center and provide grants or contracts of financial support to civil society groups, journalists, nongovernmental organizations, federally funded research and development centers, private companies, or academic institutions for the following purposes:

    (A) To support local independent media who are best placed to refute foreign disinformation and manipulation in their own communities.

    (B) To collect and store examples in print, online, and social media, disinformation, misinformation, and propaganda directed at the United States and its allies and partners.

    (C) To analyze tactics, techniques, and procedures of foreign government information warfare with respect to disinformation, misinformation, and propaganda.

    (D) To support efforts by the Center to counter efforts by foreign governments to use disinformation, misinformation, and propaganda to influence the policies and social and political stability of the United States and United States allies and partners.

    (2) FUNDING AVAILABILITY AND LIMITATIONS.—All organizations that apply to receive funds under this subsection must undergo a vetting process in accordance with the relevant existing regulations to ensure their bona fides, capability, and experience, and their compatibility with United States interests and objectives.

    SEC. 4. Inclusion in Department of State education and cultural exchange programs of foreign students and community leaders from countries and populations susceptible to foreign manipulation.

    When selecting participants for United States educational and cultural exchange programs, the Secretary of State shall give special consideration to students and community leaders from populations and countries the Secretary deems vulnerable to foreign propaganda and disinformation campaigns.

    SEC. 5. Reports.

    Not more than one year after the establishment of the Center, the Secretary of State shall submit to Congress a report evaluating the success of the Center in fulfilling the purposes for which it was authorized and outlining steps to improve any areas of deficiency.

    SEC. 6. Termination of Center and Steering Committee.

    The Center for Information Analysis and Response and the Steering Committee shall terminate ten years after the date of the enactment of this Act.

    It won't be long before we are all tracked incessantly. Why are ads for items I mentioned on other web forums unrelated to this one popping up on this website? If I purchase a product and mention it on a cycling website how does it make its way here? There are bad people in this world but our freedoms are going to come under attack because of course the authorities need to "watch" us all to catch them.

    That's because there is 'tracking' going on behind the scenes of your internet usage and I even heard that said on MSM (probably GMA) just a few weeks ago. Yes it tracks sites you visit and possibly read/understand/process any comments made and tailors ads & suggestions to your perceived interests. If you visit YouTube do you ever notice 'suggested' videos that are based on your internet activity? Same when doing a search on your search bar, based on 'code' words within your search you are provided with possible suggestions.

    Not only that, but I've heard it said that the government also has computer programs that search out certain code words of phone & internet users to determine any possible threats to the country, the Pres, etc and I'm pretty sure we members of this board have said more than enough to have been under the CIA's microscope.
