Why vodka has a strength of 40 degrees?

There is a legend ..
The Russian chemist Mendeleev sometimes went into a restaurant and saw how they offered vodka to guests ..
In the 19th century, there was no standard for strength (alcohol content in water).
1.If you pour a lot of alcohol, the alcohol will evaporate faster than water, so the fortress decreases.
2. If you pour a lot of water, then vice versa ...

Mendeleev wondered: what should be the alcohol content in water so that the evaporation rate of alcohol and water would be the same? It is 38 percent ... later, for convenience, they made 40.

But this is only a legend.
Vodka in Russian restaurants was always served in closed decanters and did not evaporate.
