as long as we have Presidents so concerned about their polls that Rules of Engagements (ROE) guarantee U.S. troops DEATHS and Failures!

These are examples of how Obama's ROEs have caused U.S. troops deaths AND our losing in Afghanistan.

1)When Capt. Zinni spotted the four men planting the booby trap on the afternoon of Feb. 17, the first thing he did was call his lawyer. "Judge!" he yelled.
Marine captain Anthony Zinni spent 45 minutes on the phone with military lawyers in Las Vegas before deciding not to call an air strike against four Taliban planting roadside bombs for an approaching Marine convoy. The Taliban had brought children into the area with them. "The last thing I want to do is kill kids," said Zinni. But the consequence was to put his own troops at greater risk.

2)“Patrol only in areas that you are reasonably certain that you will not have to defend yourselves with lethal force,” the laminated card reads. For a soldier who has traveled halfway around the world to fight, that’s like telling a cop he should only patrol in areas where he knows he won’t have to make arrests. “Does that make any f–king sense?” Pfc. Jared Pautsch. “We should just drop a f–king bomb on this place. You sit and ask yourself: What are we doing here?”

    3) Remember Dakota Meyer, the Medal of Honor winner?
Here is why his efforts to save 4 U.S. soldiers lives FAILED!!!
U.S. commanders, citing new rules to avoid civilian casualties,
rejected repeated calls to unleash artillery rounds at attackers dug into the slopes and tree lines — despite being told repeatedly that they weren't near the village."

In summary, our troops as part of NATO in Afghanistan and future conflicts will have:
    1) a Lawyer in their platoon
    2) Will NOT patrol in areas where they may have to shoot someone.
    3) To watch their fellow soldiers be killed while children are used as shields.
    4) Accept their needless deaths..

All because a President is concerned about his poll numbers...

I agree with you that Pres. Bush instituted some really self-defeating Rules of Engagements (ROE) for our troops to follow during his administration.
