I don't know, but I'd guess that he begged for an exemption and the ride operator took pity on him. That guy will probably be out of a job soon and the park will surely get sued.

At Cedar Point, the roller coasters strap you in over your shoulders too. Just a lap belt on a 208 ft. ride isn't safe.
