Puerto Rico has to import almost all of their energy sources, because they don't have the natural resources themselves. But not....... wait for it............ wind and solar. But they haven't invested in those. When it's rebuilt, I hope they invest in solar energy. As a Caribbean island, the sun could be their greatest natural resource.

I used to date an engineer who designs these things. She explained to me why very high speed winds are the enemy of windmills.

The problem they have with high winds is that those huge windmills have gigantic steel driveshafts that warp. If the wind speed is higher than their designed operating limit they have to hit the brakes and stop them from turning until the wind dies down. And when those aforementioned steel driveshafts stop turning they warp unevenly.

That is one of the reasons why when there is a prolonged period of time with insufficient wind utility companies have to power them with diesel or gas. It's not merely because they need that generator online, it's also to prevent major damage that will turn them into scrap.
