Why many cultural assets are belong to other countries until now?

The Korean royal books known as "Uigwe," were taken away by French Army in 1866. There is no copies of those books anywhere. those books returned to it's mother land Korea yesterday. total books are 297, those books show the important royal events of chosun dinasty by words & photos colorfully. those books are very precious to Korea. this time, Korea could bring back some of Uigwes. there are still a lot of plundered cultural assets about 140,000 in Japan, USA, England, France. I think cultural assets are one country's spirit & history and couldn't be belong to other countries.
all of plundered assets should be returned to it's motherland.
 
I agree.

If a cultural artifact was plundered it ought to be returned.

That's going to go hard on some Western museums, of course, but fair is fair. Those items were that stolen ought to be returned.

But ...

The artifacts truly have to been demonstatatably PLUNDERED, and not merely acquired during periods of colonialism, too.
