The Presidential Oath that Trump swore he's uphold.
"I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States."
The Congressional Oath:
"I do solemnly swear (or affirm) that I will support the Constitution of the United States."
I guess, Trump lied in the very moment he was getting sworn in. So did most Republican congressional members. And all of his anti-American and anti-Constitution Little Trumpsters clearly put Trump over their very country.

No need for legislation IMHO. President Trump should just swear out FISA warrants on his opponents in the race like Obama did in 2016. Write up some dossiers, send in honey pots presumably for foreign lands to try and get them to agree and hopefully this can be a good basis for the Impeachment process against a democrat if they win.
