It is perplexing that McDonnell -- a lawyer for 23 years who served as Virginia’s attorney general and now commands a knowledgeable gubernatorial staff -- would repeatedly misrepresent a major part of a landmark decision by the U.S. Supreme Court. Thirty hours after the ruling, McDonnell maintained on national TV that the Medicaid mandate was intact.

Well, lets see yes states can Opt out, but the extra Federal money for it will simply be spread among the other states.

So it's not entirely done now is it.

Nobody can know how much it will end up costing fool.

You are just a dishonest to imply it wont be 2.2 Billion as he is for being sure it will.

Not necessarily. The ruling puts governors--particularly hardline GOP governors--in a tough spot, since the impetus has now been put on them to decide whether or not to expand coverage. It's no longer an "unfunded mandate" from Obama, it's a state option that's been put on the shoulders of the governor (and legislature): expand coverage and let the federal government pick up 90%+ of the tab, or resist a major coverage expansion? Either way, it's McDonnell's responsibility now.

And frankly, it's not clear how the political winds will blow:

Republican governors bent on rejecting the healthcare law's expanded insurance coverage for millions of low-income Americans may see their gambit backfire if their party fails to sweep the November elections. [...]

But analysts say if the Patient Protection and Affordable Care Act survives to take full effect in 2014 - a major election year for governors - the hard-liners could come under fire for denying their own residents health benefits that are also worth billions of dollars to healthcare providers and insurers. The results could be dramatic.

"It could change the political dynamics so that the ideologues are no longer running the show," said John Holahan, director of the nonpartisan Urban Institute's Health Policy Center.

Well, lets see yes states can Opt out, but the extra Federal money for it will simply be spread among the other states.

Medicaid is not a block grant program, there isn't some fixed amount set aside for it that gets distributed across participating states. The feds providing matching funds (usually more than $1 for every $1 paid by the state) for every Medicaid dollar spent by the state. No other state gets more or less federal Medicaid dollars as a result of any particular state's decision to expand, not expand, withdraw entirely, whatever.
