Is there a ban on innovation and creativity in Govt agencies?? Are they more concerned about the ability to APPEAR important than actually helping?

Got to ask you a question? WHY ---- is there not a fleet of mobile fuel stations that can be staged before a disaster and moved in when neccessary? Private sector can't really do this, but putting a convoy together consisting of a tanker, a couple trailers with pumps, generators and basic car supplies is NOT rocket science.

The Nat Guard has mobile fuel convoys but most of their stuff is avoiding IEDs in Afghan. Besides, you would need to charge a nominal cost for the fuel and collect money. Because "FREE" stuff would cause more havoc than the natural disaster.

Why is it that FEMA only excels at reports and certifying disaster personnel for "race sensitivity" issues? I suppose they could BUY or lease this stuff ad hoc for each disaster, but that wouldn't be sensible..

Yes there are trucks that both carry and dispense fuel. obama said yesterday that a fleet of those trucks were on military cargo planes and IN THE AIR as he gave his speech. C-130 cargo planes were loaded with food and supplies IN THE AIR as he gave his speech YESTERDAY.

Maybe all the planes ended up abducted by aliens.

Seriously though, they must not be too efficient since they don't seem to be helping with the problem.

OK...... They're "in the air".. Why weren't they positioned in Central PA a WEEK before the storm???

And I don't mean dispensing a couple gallons of fuel for generators. I'm talking about mobile gas stations. And the ability to process folks with cash and record sales to prevent abuses. 20 or so mobile refueling squads could open up a corridor of relief in/out of the areas without power.
 
It's a sprawling federal bureaucracy which is a recipe for failure as no one is ever held accountable or responsible in such departments, agencies, etc. All of them are screwed up; it's the nature of the beast.

Are you listening to the people of Staten Island? They are watching aid trucks pass them by on the way to Manhattan. They have formed search groups to drag bodies out of destroyed homes. Only a few independent trucks with aid have arrived. And, there is a winter storm that will shortly bringing freezing temperatures and snow.

But, Manhattan is recovering quickly. FEMA is on the job because those in the Central Park high rises can't be without you know.
