Because both parties (Republicans and Democrats) are against it. Let me explain:

Democrats:
The democrats see the largest grouping voter group in this country as sympathic to illegal immigrants and are mostly strongly against securing the border. This would be the Latino voting bloc, who now make up 25% of the population. They see the Republican say the illegal immigration needs to be stopped, the border needs to be secure and no to amnesty. The D spin it to say the R are xenophobic racists, come to us our brown little friends, we D's luv ya. After taking that position to get the largest minority in the US, they can't turn and combat illegal immigration and border security, esp in CA. They sell the country for votes.

Republicans:
Yes the Republicans say those Brown Bastard are pouring over the border, driving down wages in agriculture, restaurant, construction industry, over-welming our hospital and school and many of them start violent gangs etc. That we need to stop illegal immigration and secure our borders. No to amnesty. HOWEVER, they then back down to the incentive, I mean the corporations and companies that hire illegals. They had the house, senate, supreme court, majority of state governorships and Presidency, yet they did nothing to secure the border, nothing to combat illegal immigration and all because they didn't want to upset big business. Its simple illegal immigrants would not be in this country if their was no incentive! Big businesses hiring them is strong incentive. The Republican would never take on the big businesses, rather they target the faceless and nameless illegals. Obviously that is not and has not worked, since all it did was put a voting bloc in the D's pocket. In other words the R were never serious about tackling this issue.

Sadly what its going to take for border to be secure is an illegal immigrant coming over the US/Mexico border committing a 9/11, before then I don't really see either party doing a damn thing!:(

Until, the American people DEMAND that Lobbyist money be banned from persuading politicians to vote for corporate causes. Our countries sovereignty is in jeopardy of being sold to the highest bidders. Let's not forget many corporations are foreign owned by communist, socialist, Islamic, Marxist countries, who send their lobbyist with big fat pay checks to bribe our U.S. politicians, who are too weak to refuse.
