Congress wants to cell Europe American liquid gas and Europe wants to keep buying Russian cheap gas and doesn't want American congressmen to tell them whom to trade with and whom not to. Also they are killing two more birds: harming Russia and hurting Trump.

Besides it's been over 8 months since American Establishment has accused Russia in "interfering in their elections" but still no agencies could present any sane evidence of it. Seems like all Congressmen (except for 3 who voted against more sanctions on Russia) either are only thinking about being re-elected or controlled by Soros and his buddies. Or both.
