Congressional control is a big part of it as you know. Bush II and his willing accomplices in Congress were definitely for big government so it's obvious that Republicans in the 21st century were not for smaller government. Obama, of course, it's just Bush II redux.

The Size of government has grown under every President from either party since 1928 because only two men have had the courage and political fortitude to cut the Federal Government since the people eliminated the check the States had on it with the 17th amendment.

When people start to cut spending in their own life, you will see it cut in government.

The truth is that government has not grown very much during most administrations over the last sixty or so years when looked at as a percentage of GDP. Since the 50's, outlays have been in the 18 to 23 percent range, usually being higher in times of economic turmoil. During that same time, revenues averaged right around 18% of GDP. While spending has increased to just over 25% of GDP currently, we have seen this before when the going through past recessions, although we are a couple of points above any previous high, which was around 23%. What we have not seen during the past sixty years is revenues drop as low as they have currently. Revenues in that time have never dipped below 15% of GDP as they have currently. And this is why we have seen the deficit mushroom out of control.
