That the OP is false. Those societies almost never had "huge central, bloody governments". Additionally there's the problem of mixing terms. A conservative by definition attempts to conserve the traditions and values of the past. A liberal is by definition concerned with freedom. That's what the word means. "Libera" is quite literally "free".

The Founders worked very hard to create a national, united government, and not 13 fractious states that were independent of each other.

They also had to create the Bill of Rights specifically to entice states that were controlled by "anti-federalist" to join the union.
