Other: My vote goes to Frank Burns of M*A*S*H as I found those listed at least having a wee bit of charm. Not Frank though, his character raised in me no aspect of sympathy and it was always enjoyable to see him be the butt of a prank or put-down. He wins as the one I loved to hate.
As for the biggest asshole on TV that I loved, I see that differently. My pick there goes to George Costanza, thinking of his stunts such as knocking over women and children as he escaped a fire.
