You imply a level of initial trust to consider something a "betrayal." I don't think you "trust" all of those that fear you to begin with, so they CAN'T necessarily betray you because you didn't trust them to begin with.

Either one could perform an act of betrayal, but in my experience those who betray us on a regular basis are politicians and they neither love us or fear us. My government has done nothing but betray the people since it gained power ten years ago. More seriously, however, they betray our troops in Afghanistan and have done so from day one.
