NYT: Who was in charge of rig? It's unclear - The New York Times- msnbc.com

Apparently no one.

However one of the earlier threads claimed Haliburton was to blame as well, I suggest you read this, Haliburton objected and warned those on the rig TWICE about problems with the cement plans and designs.

The Federal Government bungled and mishandled this from day one. Since Bush was held accountable for Katrina in New Orleans then it is quite apparent that Obama should be held accountable for THIS disaster.

What I found most telling from the article:
BP had fallen behind schedule and over budget, paying roughly $500,000 a day to lease the rig from Transocean. The rig was 43 days late for starting a new drilling job for BP by the day of the explosion, a delay that had already cost the company more than $21 million.

According to a Transocean worker on the rig, he heard a argument take place between BP and Transocean people on the rig prior to the explosion. The numbers above do provide a motive for BP to ignor warnings and take the gamble on throwing a cautious approach to the wind.
