It is understood that if president Trump simply asked for cooperation from Ukraine to check the blurred situation of the case with Hunter Biden, the response from the other president won't be personal or a text at three o'clock in the morning.
When is about this kind of cooperation, it is not only assumed but enforced to be made thru the proper channels. The documents and witness information from Ukraine should be given to the correspondent US department/agency.
President Trump, as president and as a citizen of the US, can ask for this kind of cooperation from leaders of other countries. Nothing can impede him to do so.
