I am 100 percent confident we will continue to run deficits until at least 2016, no matter who wins the White House, and no matter who controls the Congress. And I am a critical thinker who is almost never 100 percent confident about anything.

There is not the necessary critical mass of balls of steel to get the job done. Washington DC is overrun with cowards who get votes by writing checks the taxpayers can't cash, and who are too afraid to lay out the specifics of a real plan to balance the budget. They say things that make their base orgiastic, but the base never notices the promises are never fulfilled and that the politicians they love and defend are chickenshit liars and hypocrites.

We have the government we deserve.

This was said during a different time, with different circumstances. The economy at that time was not in recession (according to Republicans, anyway). Running federal deficits during recessions has historically and consistently been the practice in the modern American economy.

Bush's blunder was to run deficits during a time of relative economic prosperity. He should have been reducing the deficit, not increasing it; however, some say that it was his deficit spending practices that fueled the economy during his term.
 
The President asks for spending which exceeds federal revenues by $1.3 trillion, and Congress approves it.

If the country is already at the debt ceiling, this new spending will require the debt ceiling to be raised by $1.3 trillion. Congress knows this before it approves the President's spending bill.

When it comes time to actually appropriate that money, the ceiling has to be raised.

Suddenly, some demagogues, many of whom are the same people who approved the spending bill, start harping about raising the debt ceiling, and threaten to shut down the government.

The American people fall for it every time.
