After 1973 and the Oil Crisis, the Soviet Union was finished, and became essentially a welfare case for the West. We were able to keep our promises to our SEATO allies in Asia, while the Soviets couldn't keep theirs to anybody, and certainly couldn't take advantage of their pyrrhic 'victory' in VN.
