I agree there are temporary downstream changes possible. I believe the GOP's Newt revolution resulting in the only Balaced budgets in most of a century couldn't have happened if Perot had not handed the WH to Clinton.

That said, there was no permanent change, because the actual work to balance the budget was done by Republicans, not Perotistas, and not Democrats.
