The President or The Speaker of the House?? Is it shared power or is one greater than the other??
Definitely the President. Given his foreign affairs duties, position as CIC and ability to veto measures passed by a majority of Congress, there's no comparison. The Speaker's greatest power is to be obstructionist, which we're seeing today.
