Who does the interviewing?

With the recent release of hte EPA Region 6 head comparing his philosophy in regard to regulating fossil fuel companies to the crucification of townspeople in Turkey, I need to ask this...

When do we say who is responsible?

The WH has claimed the following:

The EPA region 6 head did not represent administration senitments
Steven Chu did not represent administration senitments when he said he wanted gas prices to reach european levels
Anita Dunn did not represent administration senitments when she claimed to admire Mao
Van Jones did not did not represent administration senitments when he discussed his marxist ideology

Now, I may be wrong, but I must believe that the administration uses ideology to determine who would be a good representation for the different positions they are vetting for.

Are we to believe the administration does not know how to properly vet? Who interviews these people before they assign them to posts within the administration?

Or are they simply tossing people under the bus who speak for the WH but let out more than they should?

When are people on the left going to say.....ANOTHER ONE?
