Who decided to deny the Ambassador's request for more security?

I'm sure it wasn't the Ambassador or any of his team. Obama didn't even know what was going on because he was too busy to attend the intelligence briefings. He and Biden had no clue, so I guess the next in line would be the state dept. Tell me again who heads that??
