I think everyone agrees that we have to get BP out of the claims processes and, as I said, make sure that fishermen, hotel owners have a fast, efficient and transparent claims process so that they're getting their livelihoods replaced.

Makes sense to me. BP fucked up.

Government certainly shouldn't be in charge of the claims. If people think BP is slow in responding, they're REALLY going to see slow if the government takes it over.

But looking on the bright side ...

Obama can create yet another agency in government,
hire tons of new employees with an office in every state (thereby adding jobs)
and to keep the agency going forever will incorporate all kinds of other disasters
and he can SPEND more money
and raise more taxes
and/or borrow even more money ... or both.

If an agency is careful to make sure disaster relief funds go to the people and businesses that really deserve the help, the agency will be accused of being slow and ineffective. If the agency moves quickly to distribute funds, then they will be accused of paying fraudulent claims and not having adequate safeguards. It's a lose lose situation no matter who handles the claims.

Can you show us Obama's constitutional authority to seize those assets? Don't get me wrong.. I think BP should pay fpr every bit of the damage their accident caused, but I don't want to traverse the slippery slope and allow another government power grab.

My guess is it would be an operation of law. Obama may be whipping for it, but I don't believe he is going to personally seize any assets.
[edit] Just read the article. It's awful vague. Last I heard on the radio this afternoon, the White House was trying to get BP to establish an escrow for paying claims, hence guaranteeing payment even if BP were to declare bankruptcy. My understanding is that it's a request for voluntary cooperation... For now. We shall see.

He has none.
BP has a claims process. It is fast (they've processed half the claims received already) and fair (there are impartial observers and everyone has the right of appeal). This is a power/money grab outside of all constitutional and legal authority. Much like the Chrysler bankruptcy.
Does the term "over-reach" mean anything? For people complaining about the Bush imperial presidency, here is the acme of such things in action.
