I know I am jumping in a little late here, but in regards to the original question: history will treat Clinton far better than it will treat Bush.
Keep in mind that the official presidential rankings are set by the nation's historians (a rather liberal bunch).
Bush will end up somewhere in the bottom five Presidents of all time, at least until this generation of historians dies off.
I am not saying I agree or disagree with this ranking, that is just the way it is going to be.
Clinton will probably be in the middle of the pack.
For the most part, rankings favor presidents who make sweeping social changes (the top presidents are usually: Washington, Lincoln, and both Roosevelts)...Bush's emphasis on foreign policy will kill him in the rankings just as it kills him everyday in the polls.
