Of the two houses of Congress which has actually done its job and passed Budget bills? And which has refused to do so?

If the Government shuts down because no budget is passed, which house is responsible? The one that did it's job and passed budget bills or the House that REFUSED to even discuss Budget bills and instead keeps issuing threats to the other house?
