the vast majority of dealerships were white... so the vast majority closed were white and the vast majority left open were white.

Wow. Talk about a flagrently dishonest article.

At the end of page 17 and beginning of 18 is the section that deals with "racial bias". The report covers, amongst other things - the criteria GM used in determining which dealerships to close and GM's explaination as to why it varied from that criteria in some of the cases.

The decisions and criteria were determined by GM.

Nowhere does the IG state he finds a racial bias in the closings.

Even more dishonest is the articles statement:
The report also indicates a political bias may have come into play, due to a disproportionate number of dealership closings in rural areas, even though the closures could "jeopardize the return to profitability" for both GM and Chrysler.

The report indicates no such thing, if you actually read it. In fact, while many of the closings were in rural areas - so were many of the "inconsistencies" where dealerships were retained rather than closed (these were where it was found the dealerships were in rural areas where they had a competitive advantage, new dealerships, minority or woman owned, or key parts suppliers).
