U.S. Starts New Offshore Amnesty For Tax Cheats

"Wealthy tax evaders with assets stashed offshore can come clean with U.S. authorities under a new amnesty program with reduced penalties, the government said on Tuesday.

"It gives people a chance to come in before we find them," Internal Revenue Service Commissioner Doug Shulman said.

The new effort follows a 2009 amnesty program, which lured 15,000 new taxpayers with hidden accounts.

Under the new program, participants face a 25 percent penalty for the year with the highest balance, compared with the usual penalty of 50 percent.

The U.S. has been stepping up efforts to combat offshore tax evasion since UBS AG settled fraud cases with the government while admitting it helped U.S. citizens avoid taxes.

Shulman said a "number of other banks" were under investigation, with some cases at "quite advanced" stages.

The IRS has been culling through data from these probes, the UBS case and the earlier "voluntary disclosure" program for clues leading to other tax cheats, including additional banks and other corporate offenders."

The estimate is around two dozen citizens are killed by illegals every day, half by drunk driving (which is a national sport in Mexico) the other half by outright murder.
I lived in a neighborhood that in a ten year period went from mixed races, a pretty good cross section of America, to 95 percent Hispanic. There was not an English word to be heard, mariachi music blaring all hours. I used to walk the dog around the neighborhood and it went from getting the occasional smile when you catch someones eye to baleful stares from the invaders as though I was interrupting their recreation of Mexico in America with my white face.

I was self employed, barely scraping by and two illegal aliens stole all my tools. The neighbor was buyng pot from them and told the police they were illegals. That neighborhood now looks like ancient Aztec, filthy dirty, saw one peeing in his front yard last time I went through there and there's an endless parade of baby strollers.

This is a full scale invasion! It is not confined to the southwest anymore. When I visit NY ALL the landscapers are hispanic and ALL the food markets are staffed by non-English speaking hispanics, latinos, chicanos, whatever the hell you want to call them.

There is a minimum of thirty million and growing, largely thanks to birthright citizenship.I give a big thumbs up for NumbersUSA. I've been a mmber for 3-4 years now, it's very non-invasive and is truly an excellent service.

SEC To Wean Markets Off Credit Ratings

"Securities regulators on Wednesday will move to scale back markets' reliance on credit rating agencies, after the financial crisis laid bare the industry's shortcomings.

The Securities and Exchange Commission is expected to propose that one of its key documents for securities offerings no longer include ratings references designed to give investors confidence in the company behind the securities offering.

The SEC's effort to extract rating references predates the financial crisis, but it lost steam when global financial markets started going into panic mode.

In 2009 the agency stripped some rating references from regulations, saying it was concerned about undue reliance on the ratings, but the removal of everything was not mandatory.

The Dodd-Frank financial law, however, changes that by requiring government agencies to go through their regulations and remove rating references.

On Wednesday, the SEC will resuscitate a similar plan it proposed in 2008, in its first move to remove ratings from its regulations since the Dodd-Frank law was enacted in July.

Credit-raters have often been blamed for helping fuel the crisis by giving overly positive ratings to loans backed by toxic subprime mortgages."

"Growth in sales at U.S. retailers slowed in January, partly due to harsh winter weather across much of the country, but the trend remained supportive of an acceleration in economic growth.

Total retail sales rose 0.3 percent for a seventh straight month of advances, the Commerce Department said on Tuesday, but this was below the 0.5 percent increase posted in December.

Economists who had expected a 0.6 percent gain said sales were likely to bounce back quickly.

"Consumers seem to have got 2011 off to a slow start but we can chalk up a lot of that to the weather. The bulk of those lost sales will now be made up in February," said Ryan Sweet, a senior economist at Moody's Analytics in West Chester, Pennsylvania.

Bad weather also affected January's employment report and is making it hard to get a clear read of the economy. Still, economists say activity is transitioning from a recovery to a self-sustaining phase.

Robust consumer spending, which accounts for 70 percent of U.S. economic activity, spurred the economy to a 3.2 percent annual growth pace in the fourth quarter.

Economists said an improving labor market and the $858 billion tax package enacted last year would help consumers.

"We would not be surprised to see a stronger profile for consumption as the quarter progresses," said Joseph LaVorgna, chief U.S. economist at Deutsche Bank in New York."

"It’s been nearly a year since the major provisions of the credit card reform law took effect. A lot has changed since then, most of it for the better.

Under the CARD Act, penalty fees have dropped dramatically and interest rate hikes cannot be applied to your unpaid balance, unless you fall way behind in your payments.


On the downside, it may be harder for someone with a poor credit history to get a card, and interest rates are up.

“No one wants to see rates rise,” says Linda Sherry, Consumer Action’s director of national priorities. “But we’re better off now that issuers have to price accounts appropriately from the start instead of sneaking profit in on the back end with ‘gotcha’ penalty fees and rates.”

Consumer Action looked at offers for 41 cards from 20 different issuers. Study author Ruth Susswein concludes that as a result of the CARD Act, it is now easier than ever to compare credit card offers.

“Interest rates are more transparent today than they were in the past,” Susswein says. “It doesn’t mean that rates can’t go up or that you can’t be penalized. But there’s a much better chance that you’re going to know up front what you’re really going to pay for credit.”

The nation’s card issuers clearly realize the rules of the game have changed.

“Consumers are squarely in the driver’s seat when it comes to their credit cards,” says Nessa Feddis, vice president and senior counsel with the American Bankers Association. (I wouldn’t go that far, but we certainly can’t be jerked around as much as before.)

The ABA lobbied Congress not to pass the CARD Act. The association predicted the law would hit consumers in the pocketbook. And Feddis says, that’s exactly what happened.

“Interest rates are up a bit for everybody, and it is more difficult for people to get credit cards, particularly those with weak or short credit histories.”

A studyreleased this week by the Center for Responsible Lending says things aren’t as bad as they may seem at first glance.

The center analyzed years of data from the Federal Reserve Board. One database tracks the interest rates offered in solicitations. Another follows the interest rates customers actually pay. Comparing that data, the CRL report concludes: The new rules have reduced the difference between the stated rates and actual rates paid on credit cards.

“There had been this widening gap between what people were told they were going to get in solicitations and what they actually ended up paying,” says Kathleen Day of the CRL. “Because of credit card reform, that gap was narrowed, not because prices went up, but because the stated price on offers went up to reflect reality.”

The Center for Responsible Lending says about $12 billion in “previously obscure yearly charges” are now stated more clearly in credit card offers."
