Where is the general section for discussing general subjects?

The administration and moderators have moved a lot of threads to other sections that don't make sense. Why is there not a section for general discussion? If the administration had that section, there would be no need to move anything. And, while we are on the subject, why move anything anyway? That is just a waste of energy and manpower.
